According to the PokeDex, Oddish are nocturnal, and during the day they bury themselves underground to absorb nutrients from the soil, leaving only their leaves exposed. Thus, they appear as a simple tuft of grass to potential predators.

Unfortunately for Oddish, Captain Olimar is attracted to such things rather than fooled by them.
